TOWN OF SWANTON

PUBLIC HEARING

SWANTON  JOINT LEGISLATIVE BODY

 

Pursuant to T. 24 § 4441 and T. 24 § 4442 the Swanton Joint Legislative Body  will hold a public hearing on Monday, February 11, 2008 at 7:00 p.m. at the Swanton Village Municipal Complex, 120 First Street, to hear and act on proposed changes to the Swanton Town and Village Zoning Bylaws as follows:

 

DEFINITIONS

 

CONFERENCE CENTER

 

A lodging facility or day facility which features accommodations for single or multiple events such as, but not limited to meetings, retreats, concerts, weddings, conventions and exhibits.

 

DAY SPA

 

A facility that offers services of a personal nature such as, but not limited to, massages, facials, body treatments and skin exfoliation.

 

DESTINATION SPA

 

A lodging facility that offers services of a personal nature such as, but not limited to, massages, facials, body treatments and skin exfoliation, and in which guests reside for one or more days.

 

INDUSTRIAL RETAIL SALES

 

Premises within an industrial park where goods or merchandise are offered for retail sale to the general public for personal, business or household consumption.

The goods or merchandise offered for sale to the general public must be manufactured, processed or packaged at a facility within the industrial park.  

 

 

USES

 

Industrial Retail Sales becomes a permitted use in the Industrial District

 

Day Spa becomes a permitted use in the Central Business District

 

Auction House becomes a permitted use in the Central Business District

 

Adaptive Reuse of a Historic Building becomes a conditional use in all zoning districts

 

 

 

 

 

NEW ZONING DISTRICTS

 

Southern Growth District is created in the vicinity of I-89, Exit 20,  Route 207 and Bushey Road in the Town of Swanton

 

Southern Growth Overlay District is created in the vicinity of I-89, Exit 20,  Route 207 and Bushey Road in the Town of Swanton

 

 

NEW SECTION

 

Section X.X Adaptive Reuse of a Historic Building is added to Article 4.

 

 

INTERIM ZONING ADOPTED ON OCTOBER 17, 2006 AND MAY 29, 2007  BECOME  PERMANENT ZONING

 

 

1.  Neighborhood Commercial Light District (NCL) is extended northerly on North River Street to the boundary of Riverside Cemetery a distance of 1,645 feet and easterly to the Missisquoi River.

 

2.  Article 2, Section 2.4, Table 2.10 (E) 1, the following text is deleted:

 

            Public facilities allowed within this district are limited to transmission

            Facilities, solid waste transfer stations, and government garage,

            Maintenance and storage facilities (see Section 4.16)

 

3.  Table 2.8 Neighborhood Commercial (NC) District and Article 4, Section 4.21 are

Amended to allow Two Family Dwellings and Multi-Family Dwellings as a Conditional Use in the Neighborhood Commercial District (NC).

 

4.  Storage Facility becomes a permitted use in the Industrial District.

 

5.  Retail Sales and Service is eliminated as a Conditional Use in the Aricultural/Residential  (R1) District

 

Complete documentation and detail of all proposed amendments are available for public examination at the Swanton Town Office, 1 Academy Street from 8:00 a.m. to 4:00 p.m. Monday through Friday.
